Prices are per site, per month. VAT is not currently charged, and every invoice states the position that applied on the day it was raised.
Statutory duties do not have a headcount threshold. A five-person home has the same holiday pay record-keeping duty as a fifty-person one, so every module can be bought on its own rather than by upgrading to reach it. Modules already included in your plan are never charged twice.

Payroll export is part of Advanced and above, and needs the Leave and Absence module switched on. A payroll file produced without leave lines underpays anyone who took leave in that period, and looks perfectly plausible while doing it.
